PIC problems???

i keep trying to post a pic but something is getting in my way first it said it was to big so i made it smaller know its telling me this "The attachments upload directory is not writable. Your attachment or avatar cannot be saved." what is this and how do i fix it?

yea thats what i do, but i cant link it up to my avatar, i was got a pic of my brevis flaring, but cant seem to upload it to my avatar, it says its too big, and i made smaller, still says the same thing. made it to avatar size, and still says the same thing!
